Joel 2:28-29 After that, I will pour out my Spirit upon all flesh: your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions. Even upon the servants and upon the handmaids I will pour out my Spirit in those days.

Who has been filled or/ and full of Holly Spirit in New Testament?
John the Baptist (Luke 1:15), Elizabeth (Luke 1:41), Zechariah (Luke 1:67), Jesus (Luke  4:1), the 11 disciples (Acts 2:4), Peter (Acts 4:8), Deacons (Acts 6:3), Ethiopian Eunuch (Acts 8:39,13:52, 9:17, 13:9), Barnabas (Acts 11:24).

„To be full of Holly Spirit” - How needs to be understood?
Ephesians 5:18 και μη μεθυσκεσθε οινω εν ω εστιν ασωτια – and do not get drunk (intoxicated) with wine (stum) for it is debauchery (dissipation); αλλα πληρουσθε εν πνευματι, contrariwise (but) be full of/in Spirit.
Ex: A drunk man is led by alcohol.
If he was shameful --------- becomes bold
If he was shy ------------ becomes courageous
If he was how he has to be ---- becomes insupportable
Filling of the Spirit is contrary to drunkenness and at the same time similar. So, do not be led and transformed by wine but let the Spirit to transform you, to give you strength and courage. The Holy Spirit will lead you to do things worthy to be done, while intoxication with the wine leads to things of which  you are ashamed  that you did.

Acts 4:19-31 Peter, John and other disciples (believers).
As answer, Peter and John told them: Judge for yourselves if it is right in the sight of God to listen to you more than to God;for we can not speak about what we saw and heard. They threatened again, and they let them go, finding nothing how they might punish them, because of the people; for all men glorified God for what had happened. For the man on whom this miracle of healing was performed was more than forty years. After being let go, they went to their relatives, and reported all that them had said the chief priests and the elders. When they heard these things, they lifted their voices together to God and said: Lord, Lord, who made heaven and earth, the sea and everything in them! You said by the Holy Spirit, by the mouth of our father David, your servant Why do the nations rage, and why do people meditate vain things? Kings of the earth rose up, and the rulers were together against the Lord and against his Anointed. Indeed, against Your Servant the Holy one, Jesus, whom you anointed, were together in this city Herod and Pontius Pilate, with the Gentiles and the peoples of Israel, to do everything what Your hand and Your Councel predestined and now, Lord, look upon their threats, grant to your servants to speak Your Word with all boldness, and stretch out your hand, to be done healing,  wonders and signs through the Name of Your Holy Servant Jesus. After they prayed, the place was shaken where they were assembled together; they were all filled with the Holy Spirit, and they spake the Word of God with boldness.
